LF Energy and EPRI have a strong relationship. I also work closely with Rish on OpenLEADR which is a reference implementation for OpenADR. I can go back to EPRI and ask about their intent.

My understanding is that the labs are not allowed to lead.

I am happy to reach out to Geoff Syphers at Sonoma Clean Power (CCA). 
I'd like to hear a little bit more whether there is a community driving this.

Doug is the executive director of Prospect SV in San Jose since February.

Doug said that the prime for the Realize project on the Web site ($12m building decarbonization) had been moved to Rocky Mountain Institute at the insistence of CEC. He has no idea why.

For the DOE Connected Communities RFP, he spoke with Berkeley Lab, but they
will be overseeing the grantee selection process. He has not had an
opportunity to speak with NREL about it.

He also talked with the City of San Francisco, but they are difficult to work
with. It takes them 6 months to pay their bills, even though they have
a group that is involved in innovative projects in renewable energy.

Since he has taken over Prospect SV, he has moved the group more toward
early stage innovation and away from later stage PoCs and deployment.

For example, in the area of building energy use, in big buildings it will
largely be an issue of asset management and sensing occupancy. But in
smaller buildings, there is higher potential for applying technology. They
have two projects in this area, developing building tools, and startups
deploying for energy efficiency along with Berkeley Labs (Doug used to
work at Berkeley Labs).

He mentioned the NMEC protocol (non metered energy consumption) which
is used in big buildings, they are trying it in 20,000 sq ft buildings.

He mentioned a study by Rish Gataken from Berkeley Labs that calculated
DR could be used to fufill 10% of the load reduction needed during major
grid events.

Rish now is at EPRI, and he suggested EPRI might be a good partner for
the DOE RFP.

Also, he knows people at SVCE and PCE, the two CCAs on the SF Penninsula.
I've asked him if he could send their contact info or facilitate an
intro.

He mentioned that the CCAs are going to start building infrastructure in the
next 5 years.
