cross compiling that way should work. The meta-everest layer is quite usable already, it however does not build the java .jar files, so they need to be manually copied in another recipe. Apart from that it should work.

If you are using yocto give it a try. Which board are you using? Maybe we can add support in repo-manifests for that?

Do you know if this PLC is compatible with the EVerest SW https://www.devolo.global/dlan-green-phy-module?
I saw that as yours it includes QCA7000 chipset and linux kernel already includes a driver for it, exposing eth interface.
Which is the best way to run EVerest on ARM target architecture, do you cross compile it then you start it as a service or you place it on a docker and deploy it? 
I would like to bitbake the meta layer but is not ready yet, unfortunately : P

- off the shelf as of today you could use https://pionix.com/belaybox (basically EVerest evaluation kit with housing)
- or a controller from chargebyte
