GRID - WG - Agenda 8/14 Meeting

Hi Everyone - 
We're slated to get together on Wednesday at 10AM Pacific.  

Github has been pretty quiet since our last meeting, I'll attribute it to summer vacation! 

We'll take up a nagging question on making meter-based efficiency fit into the typical reporting needs framework, specifically "Normal Weather Year" adjustments. 
This fits into Issue #3 topic of reporting parameters that enable meter-based savings to be counted as a grid resource.
